The company has entered in JV with Sistema Corporation of Russia and is planning to launch a state of the art telecommunications network in the Republic of India to provide advanced wireless voice, video and data services. 1) Job Purpose
1)Evolve and optimise Pan India OFC based transmission network to support CDMA Access Network & NLD bandwidth needs and also keeping in mind the bandwidth requirement of selective other operators . Build long term competitiveness through processes and appropriate team.
2) Provide strategic directions to Circle/Regional Transport planning teams & help them build stable & cost-effective transport network for circle/region
3) Regular Project planning and Project monitoring of Pan India Mw/OFC Transmission network .
4) Policy Formulation for Transport Network Rollout (Mw & OFC), Equipment Selection, Interconnect planning with other operators.
5) Building relationship with other operators to achieve OFC swap, co-build opportunities across Pan India in line with the strategic objective.

2) Job Context & Major Challenges

Context:

Shyam Telelink Limited is not having own Transport Network setup which would lead to competitive disadvantage in hyper competitive telecom industry on the verge of severe price based competition, where asset ownership has become critical for survival.

All the incumbent operators have built huge Optical Fiber based Transport Networks for their Access & NLD requirements and that has helped them build up competitive strengths in last 5-10 years..

They have depreciated assets and leverage the same for NLD voice/data for retail and corporate customers to multiply top line.

Shyam Telelink, being a new operator in all circles except Rajasthan, needs a set up to develop from scratch the Transport Network infrastructure for nationwide bandwidth production (required for CDMA Access Network and long distance voice carriage) across circles

Challenges:

Visualize, Plan and execute pan India OFC based transmission backbone/access network to support Mobility/NLD requirements of STL while using least Capex. To synergize with other operators for building unique OFC routes & then swapping OFC pairs/Duct etc to increase the network OFC route kms & also closing protection rings for STL OFC transport Network.
Lot of planning & co-ordination efforts are required for building a Pan India Transport network owing to huge landmass of the country, unique regulatory/govt policies, difficult terrain & ongoing infrastructure development activities which hamper the progress of the Optical Fibre Network rollout.
Plan Interconnection requirements with other operators for Pan India UASL/NLD operations. Also help the circle/regional teams in getting interconnection.

3) Principal Accountabilities
Accountability Supporting Actions
Build pan India OFC based transmission network at lowest cost/km in India with approved Capex Decide optimum strategy for buying fibre on IRU from major operators like Bharti/TTSL/Vodafone/Railtel.
Decide specific routes for co-build with other operators.
Decide the overall national architecture of optical fibre network while keeping in mind allocation to each circle based on demand and returns envisaged.
Decide optimum strategy for build/swap of built fibre routes in order to multiply the total assets for STL

Organization Building
Need to carefully attract talent and expertise from large operators like TTSL, Idea, BTSOL, RCOM, VSNL etc. Since the overall Transport Development will assume large geographical spread, the planning team at corporate needs to be strengthened for better project planning, co-ordination, monitoring & policy formulation.
National Bandwidth management for STL Mobility & NLD/ILD projects
Craft an overall strategy for bandwidth management for STL by developing relationship with various large players like BTSOL, TTSL, Idea, Vodafone, Railtel, Powergrid, and RCOM while carefully including STL’s own fibre rollout plans and resultant bandwidth capacity.
