We are looking for Program Manager /Project Manager for GURGAON Location.

Program Manager (15 Yrs)/Project Manager(10+ Yrs) – ( Number Portability) – Position based out of GGN

The hardest skill I find the most difficult to find is someone who has lead worked a large project of multiple different groups of external customers. This requires good communications skills, good organization skills, good business insight, good political awareness and the ability to bring a team of competitors to mutual consensus. This is a hard skill. The resumes I have been seeing were more technical execution, which is also necessary, but an easier skill. We usually ask about experience in leading customer teams, versus internal teams, and how big a project they needed to organize (number of people, business size, etc.) The skill is in the original job description, so it’s more a matter of degree of skill. Realize too that we need the lead program manager to be a doer and not a manager of project managers. Managing the project managers is going to be a small (10%) of the work. The real work is pulling off an industry activity that will have hundreds of participants. Questions I think in my mind are:

a) Could this person sit in a room of 5-10 CEOs/company leads and comfortably manage them through a tough issue, whether its technical, political or business affecting.

b) Could this person sit in a room with 20-40 operator representatives and lead them in a resolution to and issues, where there may be dissenting opinions and the operators looking for any chance to blame the vendor or put them in the middle of an issue to deflect from them.

c) Does this person have enough experience to be able to balance the business needs with the political positioning and yet get the project executed.

Detailed Job Description:

Client is anticipating to be managing a central database system for India that supports number portability for operators and the regulator. It will involve managing a large complex project from inception to completion, across several product units, matching customer needs with Client resources to achieve project profit and loss objectives. Fulfills program/project goals by working with the account team, product, and service organizations to develop, close, and deliver solutions successfully within assigned customer or market segments.  Establishes program office as needed to support program and manages work through professional staff. Generally has full budget and management responsibility. Builds successful, long-term relationships with key customers and partners.  Typically requires 10+ years of related experience with a BS; 6+years of experience with an MS.

Responsibilities include project management of select contracts within the Interconnection suite of projects for India number portability, including clearinghouse, gateway and network elements. The contracts will be product deliveries and managed services arrangements in the deployment of the number portability solution, including system deployment, industry testing and integration, data center set-up and operations and help desk. Required skills include strong project management practices, strong oral and written communications skills, and demonstrated ability to interface with both the customer and internal stakeholders.  The candidate should have knowledge and experience with contract risk management processes and program reviews.  This includes contract compliance tracking, financial assessments and project schedule management.

The Client MNP Program Manager will support the following services as directed by the Client Executive Director of Interconnections Program Management.
Overseeing implementation efforts of the Service
Serve as customer’s single point of contact for Client during the project plan period
With customer, create, define and track major milestones in the project plan, including
Development of specifications for the licensed software – interface and work flow
Procuring, installing and configuring of third party equipment and software
Acceptance test development and performance
Installation and deployment of Licensed Software at the main data center and at a chosen disaster recovery/test site
Training – end user and system operation and maintenance
Conduct and attend status meetings with customer’s Program Manager at a frequency to be mutually agreed to by customer and Client.
Oversee establishment of the data centers
Oversee the networking implementation within and across the data centers
Assist the customer’s user community to interconnect with the number portability (MNP) system.
Identify and assess capabilities of potential sub contractors to perform selected project tasks such as data center functions and work with Client home office to select and contract and manage subcontractors to ensure they meet the project plans
Manage budgets, schedules and any personnel selected to work in-country to perform projects tasks
Develop and execute communication plans with the customer and local carriers providing status reports as required
Identifying and creating opportunities for follow-on work identifying customer needs and developing value propositions and make recommendation to Client

Skill Sets / Qualifications

Direct customer interface for dispute resolution/discussion
Project management skills to organize, track, refine and execute project activities
Enough technical experience to understand high level technical terms and impacts of service and SLA terms, such as system outage, unavailability, timer violations, etc. Basic system operations terms and behaviors that would result in actions affecting system service.
Ability to understand customer contracts and project requirements and how to develop plans to meet them
Excellent communications skills with customers who are not usually engineers
PMI/PMP certification would be a plus, but is not essential.
Working knowledge of numbering and number portability
Problem solving skills
Working knowledge of Microsoft Excel, Word software
Local knowledge of the Indain industry and the telecom environment in India
